PROFESSIONAL CONSULTANT SERVICES FOR DOWNTOWN Storm Drainage improvements PHASE 3 & 4 O.F. 1779.2

The City of Great Falls is seeking proposals from highly experienced professional Consulting firms to provide plans and specification for the construction and implementation of Phases 3 and 4 of the Downtown Storm Drainage Improvements project, OF 1779.2.

Sealed proposals must be received at City Engineering Office located at 1025 25th Ave NE, Great Falls, MT 59404 by 5:00 p.m. Mountain Daylight Time (MDT) on Wednesday, April 30th 2025.  Proposals received after the scheduled time and date will not be considered.  All supporting materials and documentation must be included with the proposal.  The responsibility of timely delivery lies solely with the Consultant.  Faxed and E-Mailed proposals are not acceptable.  The proposals will be ranked by a selection committee, and interviews may be requested at the City’s discretion.  A Pre-Proposal Conference will be held on Wednesday April 9th at 9:00 a.m. Mountain Daylight Time (MDT) in the Engineering Conference Room at the Public Works Engineering Division, 1025 25th Ave NE, Great Falls, MT 59404.  Attendance is highly encouraged.

Storm drainage improvements were previously proposed through two previous storm drainage studies of the local drainage basin referred to as the 3rd Ave South drainage basin.  Great West Engineering performed the studies in 2020 and 2022.  The studies present the investigation and analysis of the existing storm drainage facilities in the drainage basin and provide several alternatives for improvements throughout the basin.  The City has split up the necessary improvements in the western portion of the basin into phases 1 through 4.  Phase 1 was completed in 2024.  Phase 2 is scheduled for 2025. 

The purpose of this RFP is to select a Consulting firm to utilize the previously completed studies to design and implement Phase 3 and 4.  The Scope of Services shall provide design, construction plans, specifications, bidding, and construction management for Phase 3 and Phase 4.  Phase 3 is to include approximately 4 blocks of upsized storm main on the north side of Central Ave as shown in Area 1 of the 2020 study.  (Described as a portion of Alternative No. 1 in 2020 Study)  Phase 3 is to be constructed in 2026.  Phase 4 is to include approximately 3 blocks of upsized storm main along 2nd Street South and 2 blocks of new storm main connecting to the Missouri River along with an upsized outfall, as outlined in Area 2.1 of the 2022 study (Described as a portion of Alternative No. 2 in 2022 Study).  Phase 4 is to be constructed in 2027.  The Consultant may propose to modify the Phase 3 and Phase 4 layouts shown in the studies.  The studies are available at the Engineering office.
