Proposed 2025-2029 Consolidated Plan
The City of Great Falls welcomes comments the proposed 2025-2029 Consolidated Plan.
The City of Great Falls is an entitlement recipient of federal funds from the U.S. Department of Housing and Urban Development (HUD) under Community Development Block Grant (CDBG) and HOME Investment Partnerships Program (HOME), which are designed to benefit low and moderate income persons. In order to utilize these funds, the City must adopt a 5-year Consolidated Plan for Program Year 2025-2029. The draft 2025-2029 Consolidated Plan outlines proposed activity allocations for the next 5 years. Written comments may be submitted to Sylvia Tarman, City of Great Falls CDBG Administrator at;

Citizen Participation Plan
The City of Great Falls’ Citizen Participation Plan outlines the regulations by which the City’s CDBG staff makes changes to the CDBG administrative documents, and requirements of getting public input on those plans and any proposed amendments. The City has proposed some minor changes to the current plan, highlighted in yellow in the draft.

The Annual Action Plan serves as the City of Great Falls’ annual application to HUD for funding and indicates which specific program activities are to be funded during a particular year.
