We received the notice stating that according to Mt. law, property owners are responsible for payment of all water/sewer services supplied to tenants. In the same notice it states that anyone can make a payment on an account but the City will only provide the billing statement to the owner. My question : Is it legal for the property owner/management business to attach this bill to a tenant's lease ledger to get reimbursed for that ?

Thank you for contacting the City of Great Falls.

The bill is ultimately the property owner’s responsibility. Any agreements made between the between the tenant and property owner/management would be a personal decision and would not involve the city.
