I'm not sure if I have the right person, but it seems logical. Your CivicPlus Web programmers have messed up the "Text Headers" on this site. The site shows an overlapping of the Header menus. Either an older line was not deleted, thereby causing the double display; or a specific display location command reflects the same display positions. Someone needs to review the code.
