There is a person named Helen Debbie Kipp who has 3 active warrants, and I was wondering why she never gets arrested? I have seen Police at her apartment over 10 times in the last year and she has never been arrested for her warrants. She has aided and housed felony fugitives, and the Police Dept. Has arrested at least 3 people from her home and she has never been one of them. It makes no sense why there are warrants if the Police are not going to do their jobs and arrest people with warrants. And I would like to see our Police actually do what their payed to do and arrest her on her warrants.
