PUD vs. condominium

In a reply to ticket 28591d8b6, City Manager Greg Doyon stated; "The underlying zoning (PUD) does impact use as a condominium." I would like to know in what way does the underlying zoning (PUD) impact use as a condominium.
I would also like to know about PUD status of a designated addition to the City of Great Falls carries out the plan of development and what requirements must be met in order for the HU's to be approved for Occupancy within the designated addition?
The addition I am asking about is Prairie Ridge Estates Addition. In all maps I have received from the City of Great Falls, Ridge View Court within this addition is zoned as a PUD. Building permits issued are for PUD, yet the developer calls this section of Prairie Ridge Estates Addition condominiums and sells the lots without HU's. The houses being built don't appear to require the same permitting as our home did and the planned units defined in the Declaration, with the exception of three HUs', are not in the plans.
