According to the Federal Older Americans Act, Access to marijuana matters more than federal Law over marijuana. The city recognizes this fact and allows the government to transport people to get marijuana and their offices be zones within the city limits. So, if I were to start selling weed to the Nursing homes, I would be far more in compliance with federal Law that the city. I would be providing access that they are denying under state law.

They city would need to enforce city ordinance that they allow to be overridden by federal Law. Use the state law they didn't uphold. Or the federal law that they are in violation of more than myself.
