Laws of protection rights and access, overrule laws of marijuana, and aiding and abending a crime in its perches and transportation. The city knowingly accepts the Governments understanding on this matter and allows their city ordinance to be overridden. Care and Access matters more than the law you are using to block access, according to the federal Government, and the cities acceptance of their understanding.
You are violating the Older Americans Act, denying state law provided access, that you accept as standing city law. That you uphold.
If you say, federal regulation banning marijuana overrules Older Americans Act, you are required to enforce it on the federal government, and the people equally.
