Knowing you might run out the clock, and not be held liable for doing to before you snuck into an off year election that nobody knew about. We don’t have printed press in great falls. You thought you could cheat. Use the law even though you were in violation of the law.

Well, now I can break the law, and your monopoly on sanctioned state violence is meaningless. Cops are meaningless. You forfeited the city’s power of authority. Because your voters are the jury.

So, I can do what you did and violate the state marijuana law. And you won’t be able to do shit about it.
