Barking Dog

Neighbors dogs constant barking for the last 2 years. Barks viciously at people walking with families. Folks walking their dogs. Barks at me every time I come home for lunch, after work even when I try to do yard work. I guess the worst is it constantly barking from the hours of 830-1030 pretty much every night. One time it was barking a 2am. Don't know what can be done if anything. The address is:
