The City Mapping/Addressing Office has maps from around that time period, but not for the exact year.  They have reference to the Sanborn Fire Insurance map of 1929 (https://www.loc.gov/resource/g4254gm.g4254gm_g050081929/?sp=1&r=-0.521,-...) which can be printed out large scale for a fee if needed.

The Office also has City Maps from 1913 and 1931 in PDF format that can be emailed, sent by ftp, or for a small fee printed.  

The map printing fees range from $20-35 depending on size and paper type.

I will leave this request in a "Pending Citizen Response" status for one month to give you an opportuntity to request one of the maps.  Or, you can visit the Mapping/Addressing Office in Room 8 of the Civic Center.
