Municipal Financial Information
Hello,
My name is Arielle Weaver, and I am a doctoral student at the School of Public Affairs, University of Colorado Denver. Along with my professor Dr. Sebawit Bishu we are conducting research for which we are collecting municipal financial information.
I am therefore reaching out to ask for the following information:
1. Does the municipal government have an allocated contingency fund or budget line, which is a budget amount set aside for use by the City Manager in dealing with emergencies or unforeseen expenditures?
2. Who determines the contingency fund dollar amount, the Manager or City Council?
3. Does the City Manager have the authority to decide on how the funds are allocated or is a council approval required for how the City Manager allocates the contingency fund?
4. Can you please share the dollar amount of the contingency fund for the 2018/19 year municipal budget?
5. Is the contingency fund a fixed percentage amount of the total operating budget or does it change from year to year?
6. What budget category does the contingency fund fall under? Is it under General Fund, Departmental Fund, Operating Budget, or other budget categories?
7. Within this budget category, what percentage of the budget category does the contingency fund represent for 2018/19 year?
