Heren park use

I reported an issue concerning Heren park last week. An individual has mowed out greens areas and tee boxes in the park and has sunk cups into the grass of the park as well as placing flags in the cups. There are 5 holes laid out in the park. Why would someone need to do this with the golf courses now open. I got a previous email saying no one has permission to do this.
As of today there is at least 3 flags out in holes. I would like to see someone personally take a look at this. They are certainly emboldened to keep doing this, because yesterday (Thursday) there was a man out mowing the greens and the boxes

Hi Richard,

The Parks Foramen actually was able to catch the gentleman as he was mowing the golf section he had created in the park.  The gentleman has been informed that he is not permitted to create a golfing area in any city parks. He was instructed to repair the park back to its original state. Please let us know, moving forward if you see any continued misuse of the park.
