Handicap parking

I frequent a shop downtown and watch people who are not handicapped, park in the handicap spot located on the corner of central and 2nd st while they go to the bail bond (?) monitoring business(?) it occurs anytime during the morning and afternoon hours. Is there no way to more strictly enforce the use of the parking? Perhaps speak with the "business" owner?

Carra - With the COVID-19 pandemic, the downtown parking meters were suspended. Do you still see a problem with non-handicapped parking going on in handicapped designated spaces?
