Neighbor's Concrete Block Abandoned on my Property

Good afternoon-
My address is 2001 5th Avenue South. I live on the south side of the alley, so the city garbage can rests on my side of the alley. There is a large block of cement/concrete (it looks like it may have been a step or some sort of yard decoration) that was placed next to the city garbage can over a month ago. I believe it was put there by the people that rent the house across the alley from me (at least I think they're renting it), but I don't know that for certain. It is extremely heavy and they have not noticed (or do not care) that the City is not picking it up. As I live alone, I don't feel comfortable approaching them myself. Is there some way for the City to contact the inhabitants or property owner to let them know that they are responsible for it and, perhaps, dispose of it themselves?
