Scrappers in my alley

I don't know which department to send this to. I have lived here for almost 4 years and am from South Florida. We paid a rather high price for our home and really didn't expect this kind of activity to happen here. I moved away from drug infestation and unsafe streets hoping to find a safer location. Aside from the squatters in the duplex behind us that are still there (even after multiple calls to and visits from the police), today there was a scrapper out in the alley digging through trash cans. I sat outside with my dog to make sure he didn't touch our property until he drove off.
I don't know which department to place my complaint with.
We feel unsafe now and owe well over $100,000 on this home and I really think this problem needs to be addressed. I do not walk my dog without mace in my pocket, day or night.
