There is a water pipe access pipe in my boulevard. It is about 5 inchs across. The pipe cover ie (1) broken, and (2) not attached/ connected in any way. It was not this way before the whole sewer/water pipe project that lasted several years on my street and block. I don't know who to contact to get that repaired.
