Crosswalk on Central West?

Is this the department I would talk to about getting a crosswalk put in on Central Avenue West at 12th St NW/SW?
I have seen many people, including small children, running across the busy 4-lane street at this spot. West Elementary is right there and children are crossing to get to and from school. Also the gas station/convenience store at that location draws people to cross there. I don't fault them for crossing, as the nearest crosswalk is 3 blocks East, on 9th st SW/NW. I think it is unreasonable to expect pepple to walk 6 blocks out of their way just to cross the street. What would it take to paint a crosswalk there and post a crossing guard for the school kids?
If this is the wrong department, I apologize, and could you please direct me to the person I should talk to?
