My neighbor has been allowing her dogs outside at night. They are barking all hours of the night and they don't stop them. She currently has 3 small dogs but when she has company there can be up 8 dogs in her yard. Last night the dogs were barking at 3:00 am and never really stopped before I left for work at 7:30 am. The landlord is aware but doesn't say anything. Her address is 1704 13th Ave S. I don't want my landlord to know that I have reported this.
