Dear City of Great Falls,
Bang...Boom....Crash...Pop...Screeeecccchhhh!! We are waking up at 7:00 am, even on the weekends, due to very loud noises coming from the nearby United Materials gravel pit. On our street alone, we have a brittle diabetic with heart problems, a COPD elderly woman living on oxygen, a woman with painful fibromyalgia, a man and a woman with ALS, a brittle asthmatic living on multiple medications just to breathe, and several people with chronic, debilitating pain. All of us need a good night’s sleep.
With the increase of residential homes in the area and with a large KOA facility (where people primarily SLEEP) nearby, the gravel pit company should move to a more remote location.
Please consider this request deeply; we feel that the gravel pit business is disturbing the peace. We may be forced to move away due to the disrupted life we are experiencing here with the constant and early noises booming from the pit, not to mention the relentless dust we receive in our backyard and on our house windows from the gravel festivities.
We are tired from loss of sleep.

Hello David  and Teresa.

Our Senior Administrative Assistant, Connie Tryon, forwarded me your inquiry for a response. This is a very unusual situation because while the two of you are City residents, the property that is causing noise issues is actually located in the jurisdiction of Cascade County. Since the operation is located in the County, I contacted a staff member from the County Planning Office because any enforcement case against the land owner would have to be conducted by them rather than the City.  The staff member indicated that the use of the property was approved for that location 24 years ago.  I’m attaching some information he sent  me concerning what the owner provided to the County at the time of approval.

What I learned from talking to the staff member as well as looking at the last page of attachment I’m providing to you is that the description regarding hours of operation was written vaguely.  That’s not too surprising given how many years ago the operation was approved by the County.

David and Teresa: Because the United Materials property is not located in the City, we do not have the jurisdiction to take any enforcement action against the landowner. The County’s ability to assist is also complicated by the age of the operation and very general information provided to the County at the time. My advice would be to contact one of the three County Commissioners to see whether they would be willing  to contact the landowner on your behalf or direct County staff to make the same contact.
