One Way Speed Limits / Parking

On 1st Ave N and 2nd Ave N, it appears the 30 mph speed limit is now 40 to 45 mph. Just in the last few years five vehicles have been totaled just in my block (1800 block of 2nd Ave N). Two of these vehicles ended up in my yard and destroying a blvd tree. Perhaps some selective enforcement of the speed law is needed. After all this a residential area.

Parking
I've been seeing a lot of vehicles parked over the curb and on the blvd (usually a truck) in violation of Title 12, 12.4.030.
I just paid a $100 to have sprinkler heads replaced because someone parked in front of my home over the curb leaving a nice rut in the blvd grass breaking the sprinklers
