I am a member of a special assessment taskforce in Bismarck, ND. Can you briefly tell me how citizens pay for street maintenance, new development, street lights, etc. I was understand to believe that these items were charged to the property owners through a monthly fee and not as an assessment. I was told by someone that this monthly fee was based on a percentage of the property value. If this is not accurate, please let me know and thank you for your time.
