Paula,

I saw this case was still open so I am responding.  The properties in that area are not in the Boulevard District so Park & Rec would not be trimming any trees.  There is not an alley so the Street Division would not be trimming any trees in the public right-of-way.  You might check with your neighbor to see if they trimmed their trees themselves or hired the work out.  Most tree companies cut and remove the downed branches.  If the branches were hitting the power lines above then NW Energy may have done some trimming.
