Mayor Kelly - good morning. I'm following up on the meeting from earlier in September with NW Energy and the City Planner Craig Raymond. While we did discuss a multitude of concerns that I presented in my original letter we certainly didn't agree with everything that was said by NW Energy or the City Planner Raymond. We fully understand that this sub-station is not going away, but feel we deserve to have our outstanding issues resolved. Our biggest concern at this point is the view out of our three large bay windows, which prior to the building of the new industrial sized sub-station looked out at the hills and mountains to the southeast and our view now is completely blocked by the new sub-station. While NW Energy has sent over Forde Nursery to discuss the landscaping I can tell you that 5 - 10 trees planted planted along the north side of the sub-station will not improve the view from my living room. It will take 5 to 15 years before these trees even mature and when they do we will still be getting an awesome view of the transmission towers. While both NW Energy and the City believe that the landscaping will repair my aesthetic view, it will not. My question for you today is what is the value of a homeowners aesthetic view when they've been left out of the process and provided little information about the size of the sub-station that was built 80 feet from my home. In addition, why wasn't there any notice placed on the site about a public hearing or any notice provided to the residents most impacted by this construction. Finally, how much will NW Energy be paying the City for the the sale of the park land and the open space?

Finally, one note from our meeting back in September when all parties walked over to my home to take a view at what I see everyday now from the front of my bay windows, a NW Energy representative made a comment that this might not have been as well thought out as it could have been.
