I recently visited Great Falls over the holidays and was aghast to see that you don't plow any of your streets. I live outside of Syracuse NY, where we get about the same amount of snow, and our elected officials would be run out of town if they didn't plow the streets. Legally, how do you avoid plowing the roads? They are obviously unsafe and, in some instances, impossible to traverse. Here in NY if we have seasonal roads that remain unplowed and people travel them at their own risk, we post the streets as such. I didn't see a single sign that indicated one must travel the roads at their own risk because the city doesn't plow them.
As an economic developer in my home area, I wouldn't dream of bringing a company or a client to a town where the roads go unplowed in the winter; no company or CEO would think of coming to such an area! Do you NOT consider that in your economic development planning? Also, the people who live and/or work in the city must get into frequent accidents (I saw a couple from the livingroom window of house I was staying in over the 10 days I was there!); people's insurance premiums must be incredibly high. Then, I also learned that you have a requirement that people must shovel their sidewalks by 10 am?! Really?! You won't plow the roads but you expect the citizen's to shovel their sidewalks! That's really ridiculous logic! I guess if no one has stormed city hall to get these ridiculous laws changed you all must be happy with it, but as an outsider from "snow county" I can tell you it's the most backward thing I've ever seen in my life. I feel very sorry for the disabled and the elderly, like my aunt whom I was visiting. To expect them to put up with such backwardness behavior is very unfair. You will never attract companies to the area with this kind of "performance" and I certainly would never relocate there after experiencing this.
