My landlord has a policy that completely prohibits pets, is that allowed?

Yes. A landlord has the right to ban all pets from their rentals.

Political signage questions:
  • Do I need a Permit to place a political sign? Political signs do not require a City sign permit. However, signage must be in compliance with City code in all other respects.
  • Are there limits on the size and height? Political signs may be no larger than sixteen (16) square feet in area and four (4) feet in height.
  • When can I put up signs and when do I have to take them down? Signs may be placed no earlier than 60 days prior to any election. Signs must be removed within seven (7) days after an election.
  • Where can I place political signs? Signage may be placed on private property with the owners’ permission. The sign must be placed a minimum 12’-0” away from the curb and out of the 45’-0” clear vision triangle at intersections. Signage is not allowed on public property in City boulevards, on boulevard trees, utility poles, street lights or signs, traffic poles and other public property.

Why do I need a plan?

While there are instances in which a plan is not required, such as re-siding or residential re-roofing, many so-called "small jobs" are affected by building codes. The addition or deletion of a wall down the middle of a room can dramatically alter the existing and structural integrity of a building. A plan that clearly indicates the work to be done can avoid surprises and conflicts at the job site.

If I want to have more than 2 dogs or 2 cats, how do I get a Multiple Animal Permit?

You must pay a fee based on the number of animals you wish to have and fill out a permit application with the animal shelter.  Animal control will then conduct a home inspection.  Once the inspection is complete, you will go back to the animal shelter to purchase the permit.  If you fail to get the permit and have more than the allowed number of animals, you could be subject to fines. You could also be ordered to surrender your animals to Animal Control.

Do I need site, architectural, mechanical, or electrical plans?

Part of the plan review process is to examine submitted plans for conformance with all codes, laws and ordinances.  This includes all phases of construction including site, structural, architectural, plumbing, mechanical and electrical drawings.

The plumbing and electrical detail may be included on single-family residences provided the location of the mechanical equipment is shown.

Commercial plans need to be stamped by a Montana-licensed architect or engineer.

Does my dog/cat need to be licensed?

Dogs and cats over four (4) months old must be registered/licensed. To obtain a license, the owner must complete the registration paperwork, pay the annual fee, and provide proof of rabies vaccination. The owner must be over 18 years of age or have a parent/guardian as the responsible co-owner. Licenses may be obtained through a local vet or the Animal Shelter.

How should I report a crime?

Crimes should be reported to the Great Falls Police Department by either calling "9-1-1" in an emergency situation; 406-455-8521 for non-emergencies; or through the on-line system .

My dog or cat is pregnant and I would like to have a litter of puppies or kittens, do I need to take any special action?

Yes. You are required to obtain a Hobby Breeder Permit no later than ten days of the birth of the litter. Application forms are available at the animal shelter. All animals not intended to be kept by you are required to be sold or given away within four months of their birth. The Hobby Breeder Permit allows you to have up to 4 litters of kittens or 2 litters of puppies per year. It is valid for one year after issuance. If you have more than 2 dogs or 2 cats, you must obtain a standard Multiple Animal Permit as well.

What circumstances might prevent a message from being delivered to me?
  • If your contact information has changed and you have not registered your new information.
  • If you have only cordless phones in your residence, the power is out and you did not register an alternate phone number.
  • If your line is busy for an extended time and your calls do not forward to voicemail.
  • If you have a privacy manager on your main phone and you did not register an alternate phone number.

The City will receive a report of undelivered calls and can instruct the CodeRED system to begin another round of calls to busy numbers. It is best to have an alternate phone number in the calling database for these situations.

Do I need sidewalks, curb, gutter, landscaping and other improvements as part of my development?

City ordinance requires sidewalk, curb, gutter and necessary street widening on all projects at the time of development. New residential construction and residential dwellings being increased by at least 50% need landscape submittals.

Does my dog/cat need to be on a leash?

Dogs yes, cats are not required to be on a leash, but they must be confined to the owner's property or be under the physical control of the owner. It is illegal to let pets run at large. Dogs not confined to an enclosure must be on a leash. The leash cannot be longer than ten (10) feet, and it must be securely fastened or held.

I have a lifetime Multiple Animal Permit and I am going to move across town. Is my MAP good for my new address?

You are required to notify animal control and the animal shelter of your move within 30 days. They will then approve, deny or modify your MAP for your new address.

How do I report an abandoned car or violation of Large Vehicle Ordinance?

Call the Great Falls Police Department non-emergency line at 406-455-8599 to make a report. Please be ready to provide the nature of the complaint, the location of the vehicle, and specific vehicle description information (make, model, color, license plate). Within approximately 14 days of the initial report, Great Falls Police Department volunteers will investigate your complaint and take appropriate enforcement action. Depending on the type of vehicle, if a vehicle owner does not bring the vehicle into compliance it may be towed, after the proper protocols, mandatory notices, and waiting periods have been satisfied. It typically takes up to 5 weeks before a vehicle is towed.
