Application Review 

The City will review the permit application for completeness. If application is complete, the City will notify the applicant within 30 days of receipt that the application is complete.

Permit Drafting

Depending on the complexity of the proposed industry, drafting of the supporting documentation for the permit action and draft permit generally takes 30 to 45 days upon the receipt of a complete application.

Public Participation

In general, a 30 day public comment period is required for permit actions. This process can generally be completed 60 to 75 days after a complete application.

Response to Comments

Upon closure of the public comment period the City is obliged to evaluate substantive comments it received, determine whether changes to the draft permit are necessary based on the comments, make said changes to the permit, and draft formal responses to each substantive comment documenting the City’s decision making in light of the received comment. Depending on the complexity and volume of the comments this process can take 15 to 30 days. Commenters may include the EPA.

Final Action

Preparation of the final decision package including final permit and final determination correspondence. This typically can take from 1 to 5 days. Target total time from the day of a complete application is 90 days, but can be longer.
